Here was a Model 5T from Hawaii. It was rusty and sounded very sick. Sadly it has since been replaced by a Modulator.

Jeez that 3016 sounds like someone is making popcorn!
As for those 5Ts, they sound single phase, which tends to lead to issues.

It's not that, the brushes are advanced too far back which causes the siren to run slower.

Bonneville County's only 3016, I doubt it's been fixed yet.
What is making it do that?

To me it looks to be a low voltage issue with both the sound/low volume and that it isn't able to rotate. It probably has some seriously old (and nearly-dead) batteries in the control cabinet, could be a case of the city forgetting the siren has batteries. I'm not so sure that these earliest examples of WS-series controllers had a low-voltage cutout like the later controllers have, so that could be the reason why it's still trying to operate at such a low input voltage whereas normally a "newer" controller (ESC-864 and onward) wouldn't allow the siren to run. I could be wrong though since I haven't really ever had the chance to really study one of those old pre-864 controllers before, maybe Mr. Dennis "Whelen Master" Clark could help shed some light if he sees this and knows about them. ;)

Dang, that sounds like ---- Not very good. I came on board with Whelen in 2006, I don't have a lot of historical knowledge of these sirens, this could be some kind of bug or alternate tone issue. Never heard that kind of tone before. I am sharing this with our service guy to see if he has seen this before. Thanks for posting.

I think that is the flood tone, it sounds like it's underwater.

Ha Ha funny Holler. Could this siren have possibly had the white drivers to it and they just suddenly said "see ya."?

The 100W whelen drivers an entirely different animal. White drivers were 400watt.
