I absolutely hate to bump this thread, but could that town have been Clarissa, MN? Apparently they have (had?) a single tone Soundmaster at their fire department. Interesting, I might have to try and take a look and see if it's still there if I'm ever in the area. Another Street View courtesy of Bing Maps indicates that on May 27th, 2015 the siren was still there:
I then looked on Google Earth to find the date of that satellite view on Google Maps. If it lines up, it's August 30th, 2016. Siren is still there as of that date.
