Can someone identify this weird siren?

Hi,

I was sitting by an open window sometime after midnight when I heard a weird sound. I don't assume anything outlandish, but in context it made an ominous impression. I guess its a siren. I only caught the end of one of the cycles. It started and stopped three or four times. It sounded to be at the same distance each time, so I don't think it was a vehicle. It didn't record well, so you may need to turn up your volume.
