Federal Signal Modulator 1004 Custom Hi-Lo Malfunction

The TVA Kingston system seemed to be having a few issues with their alerting system this month. The announcement on the siren I was filming only cut in about 1 one quarter of the way through and a few other sirens seemed to kick in faster when they engaged the Hi-Lo.
The Hi-Lo on the other hand seemed to be having trouble with the recording because it wouldn't give the Chemical Spill announcement and the cycle just skipped back to the beginning, unlike last month's test where it cycled the entire way through.
