Since late 2017, when the Fire Department moved, however they took it with them and it stands as a display.

The siren does not look like it would be able to rotate considering the fact that it is mounted in between all of those metal rods.

But that doesn't line up with what the person's said. That is mounted (well, was) atop a steel tower.
The original photograph of the prototype is held in a cradle, which sides more with what he said. Given it's a prototype I find it near impossible to think there would have been a rotator strong enough to move that weight and even then, I'm not factoring in counterbalancing weights to make the thing stand up. So no, It probably didn't have a rotator mechanism.
