I found a location of one of the Thunderbolts in Knoxville, TN, and I quickly noticed it had rotated in a different position every time back. I don't know if it's still active or what! It is located at 4098 Ludlow Avenue.

Thunderbolt's horns are designed to rotate if a strong enough wind-gust blows them. And seeing as it's only ever faced two directions on street view, that's likely what's happened.

That seems likely as to what happened. Knoxville's 'bolts haven't roared in years, and i'm doubtful as to if it would even work.
