The Bullard is one of the oldest ones along with the Sirex, and seeing as the Sirex and 1000 were disconnected way before the rest, isn't a stretch to say the Bullard was disconnected at the same time.
The 1003 doesn't have a blower. I have seen it in person a dozen times.
That is the Blower pipe and wires. The wires are cut, and the Blower pipe is capped off with a giant hole in the ground where the blower once was.

There is a PDF from the mid 2000s from the city that includes a map of all their sirens, and it specifically shows which ones are inactive and which ones are active, and the Bullard is among the active ones. Given the Bullard fired right up when they went to activate it for the news report, I'd be rather surprised if the Bullard was shut off before the rest of the system. Only siren that really covers that area, too.
