I believe you can look up t-128 manuals, and I also believe you can buy a controller for one.

Welcome! There are several manuals availiable online if you ask around.
As for controls, there are usually some form of a control unit for sale, and a T-128 will most likely be compatiable with most control units, or a homemade one could also work if it was done correctly.
May I ask what kind of siren (if you know) the camp has now? There could be a blocked intake or damper that is hindering the sound output.

Nice! Where did you get the 128? It has the old logos, so I assume from ebay somewhere.

Did you happen to get it from someone in New Hampshire? Someone in NH was selling T-128s that were previously used for the Vermont Yankee Nuclear Power Plant which closed in 2014.
