It honestly looks like the dome for a lightning detector, which would make sense given the loudspeakers and proximity to the public park.

It's a siren. According to the FD it's at, it was purchased from Germany.

Since its so small I doubt it has a rotor, and the siren posted above uses air pressure, I think that is our only lead here unless the fire department gives us details

I also think it is a pneumatic siren. I see barely any room for a chopper.
