Yeah probably a Champion as others have said. It's definitely not a 3v8 because it does not have the long slender legs.

So, I found this while looking for traffic lights in Russia. Is this a Russian siren? Even though it looks like Altecs to me.

You're right. It's a K5 with no housing. Awesome find!
