Both E-Classes in Downtown Cincinnati are the same way. One is on a parking garage, while the other is mounted on the side of Paul Brown Stadium (Bengals Stadium) in a spot where people could stand right next to it.
That just seems really dangerous. They could at least install warning signs around the siren or something. If one of those goes off when you are close to it you are probably going to get permanent hearing damage.

Well guys, the Tipton, KS allertor has finally been recorded. Not my video obviously. I'm a little disappointed it didn't rotate, but still it's insane that they have an active 125+ db siren mounted on the ground.

yikes. that doesn't seem to have a blower connected though unless it gets "supercharged" by the propane tank next to it somehow :P. Is that a fire station it's mounted on? It's kind of in the middle of nowhere which is a little odd.

The blower is likely behind the tank, as without it you can barely hear it from 100 feet.

Skip to 1:32. I had no idea there was one of those "half-allertors" in Colby nor did I know that they were actually active. Either way it's pretty hilarious. Unfortunately I can't find it on Google maps anywhere and it's not listed on the Kansas statewide map.
