Yep, In Arizona.
Adding onto this, Tempe, Arizona. They're used for the Tempe Town Lake for things relating to weather (ie. floods, wind, lightning/storms) and for dam breaks and stuff like that. Two notable instances of their activation, per the Wikipedia article on the lake, were the 2010 dam break and the 2020 derailment of a train on the railroad bridge over the lake.

There's three total locations for those Whelen's in Tempe. I believe they are marked on the Arizona Siren Map.

That is quite a pretty well-known setup. It appears to be a display of sirens.

I think we're starting to grasp at straws here. This is two clusters of speakers on one parking garage. Given there are 8 total speakers, its almost certain they're also running off of one controller. This is no different than a building mount DSA situation.
