Those Loudon sirens are generic horns hooked to a siren controller. Absolutely not a sign of anything regarding the Hungarian siren.

Final Update!
The mystery has been solved!
This siren is a custom-made siren for the town of Balatonfűzfő. It's called "SKSZ 5.5". There are 5 of them in existence and they are/were remotely controlled. The system itself went online on 1994/05/16. I know these, because one unit malufunctioned at 2:58AM 2017/11/13. The local civil defense had to go there to shut off the siren. The city is planning to deconmission it's siren system to install something more "relaible". I see no reason for this, because I don't think they would find any better and they already have some HÖRMANN ECIs.

It turns out, there is more! (Záhony, HU, at the border of Hungary)
