For a second I thought that was an ATI horn painted feces brown :lol:. Looks like some kind of old fire truck siren converted to outdoor use.

I almost thought it was a fire truck siren too from the side. If anything, I don’t think it’s any mini siren (example: model A style siren) because there is an intake horn but nowhere for the actual sound to come out of (it’s covered where it would be). Interesting find, wonder what it could be
Pretty much nothing can beat listening to Danny Harmon's railfanning videos while hunting for railroad signals in the middle of nowhere Ohio.

Looking at it zoomed in, it's hard to say if that's even a chopper or not. I'm thinking it could be some kind of electromechanical horn and what you're seeing is the diaphragm.
I have an unhealthy obsession with mini sirens.
