(Ardmore, OK) Weird antenna/repeater-looking things mounted on siren poles

Something I've always found odd about Ardmore, Oklahoma's siren system is the weird antenna/repeater-looking devices that are mounted on most of the sirens. They can even be found installed standalone on wood utility poles and traffic light poles.

What could these weird antennas be? What were/are their purpose? I had a theory that they were the RM-130 antennas, but then I came across one RM-130 WITHOUT a weird-looking antenna, so that's out.

They look to be some kind of telecommunications device. Perhaps they just used the siren poles for some instead of a separate pole?

I watched/read somewhere on the net that some town wanted to have fewer poles when installing smart water radio metering instead of them on their own poles so that there wouldn't be so many poles on a street and the answer was to use the siren poles.

I'll have to agree with this. I remember driving around my area (NoVA) and seeing exactly what is on the poles of these sirens. Assuming that these are what I've seen, then they're defiantly a telecommunications device as mentioned.
