What are these things?

So I don't know about many other places in the US, but in New Jersey they have these things in different locations. I do not know if these are a type of siren. Here is an example below:

Not certain but I assume these are lights that light up in the night. If it was a siren it would probably be bigger and higher. My guess.
Pretty much nothing can beat listening to Danny Harmon's railfanning videos while hunting for railroad signals in the middle of nowhere Ohio.

That's one of those sewer vent thingies...not a siren. They do look uncommonly similar to a 2hp Darley Champion.

dead giveaway is the slatted appearance, not a glass covered diffuser. I agree, definitely a sewer vent disguised to look like a lamp.
