I don't think that's a siren. There's nowhere for sound to exit.

Whatever that thing is, its certainly an odd looking piece of equipment.

Considering it's age (over a decade old) and it's not a vent, I think it's certainly worthy of a field visit. Almost looks like it has an intake on the bottom with 3 phase power running next to it.

Looks kinda similar to the Whelen WS-2500.

Or it might be a church bell as there is a church across the street.

If it is a siren, it has to be electronic as I can't see where a motor would be. There's no intake on the bottom either. It might just be a speaker for the church across the street, or some weird custom electronic siren. It does appear to have an antenna like a siren would.

I don't see any control boxes though... Maybe it's connected to that pole in the woods next to it?

that pole has something on it, but it just looks like an electric meter. Hard to say if it has other controls on it, the imagery is less than ideal.
