The Siren Board

Can anyone tell me if this is a Whelen Siren or Not?

By the way this old siren got replaced by T-128
Located on Morse St at Janesville WI
Removed in May 2009

Getting a closer look at it, it appears to be a sign, not a Whelen. It was likely for the building it was next to before it was demolished and replaced with a new building.
