It's hard to tell if it's decor or a legitimate Modulator embedded in a building.

That's more than likely just decoration. There is absolutely no reason for them to do something like that, and the thing in question doesn't quite look like a Mod when looking at it from a distance.

That's what I'm thinking. I'm assuming it's on a building where you can't see it from the ground.
