The Siren Board

In the process of making a Russian siren map. (Yes, I know, bad timing considering what's happening in Ukraine.) Anyways, while digging through the plentiful amount of PA speakers galore I stumbled across this particular fella.

Any ideas on what it is? Is it even a siren at all? Thanks.

That looks like a tall С-28/С-40. Different factories use different housing, shroud, and even motor, so its pretty normal that sirens made by different factories would look not the same. Also good luck in making siren map of such a big country lol.
