Inactive alertronic in Perrysburg ohio

A little south of Perrysburg on Dixie highway indirectly replaced by a 2001 a block north. Strangely the power switch was left on so I'm guessing it just bit the dust.rotator is broken so it rotates freely in the wind.its been inactive for at least 10 years

Some cities cut the wires instead of turning the power switch off, I've seen it myself on a 500SH in Lombard, Illinois.
