H.O.R. or Chimney Vent?

I don't usually get stumped like this, but the way it's mounted makes me think it's a vent.

to me it looks like the FD had a spare model 3 housing and decided to use it as a makeshift vent. perhaps they lost the one they already had somehow and needed a new one quickly?

That's what I thought, but see how there's a rubber piece connecting the "siren" and the building? I think it's a vent like SuperSirex127 said. But it could be a siren.

EDIT: It's a vent. I looked at it from a different angle and the entire thing is metal. Topic can be locked.

Definitely a vent. The Fedelcode about a block over is a dead giveaway that it’s a vent considering municipalities usually don’t have two sirens near each other.
