I'm actually almost positive I know where this is. It's mentioned that it's St. Paul, and that skyline is for sure MN. More specifically, I can see what looks like the Smith Ave. high bridge on the left, and the position of that and the river leads me to believe this video was taken from near or at the intersection of Cherokee Ave. And Manomin Ave in St. Paul. Sirens nearby at the time of this video's upload include a very close STH-10 and a few thunderbolt 1000s, all removed in 2012 and replaced by 2001-130s. At certain points you can also hear what sounds like a 2001, which is most likely the SRNB that is still present in West St. Paul.
