While the top looks like a Darley, I have to go with it being a vent. It looks like it's mounted atop a chimney.

I'm going with vent. It's not a fire station anymore, and I doubt it's an active village hall.
Edit: also agreeing with above, it appears to be mounted right above a chimney. It wouldn't be a bad idea to compile a thread of "common chimney vents" to cross-reference, since quite a few look very similar to sirens.
