"Broken" Vortex in Jackson County

Anyone care to speculate what happened here? I went to dr yesterday and on the way back I came 334, which passes Cooper Farm Road (this siren is at the intersection) and saw this. I know it's been there since 2006 at least, which is when I lived a mile down the road from it, but I am not sure when this happened. It's pointing the same direction as in the Google maps shot, so oscillator seems to be broken for sure.

Large bird hitting it quite hard at some point maybe? The base looks like it was refilled though. Even though the junction has tire marks, I don't see anything leading into the grass verge. Still leaning (pardon the pun) on a large bird hitting it.

Good gust of wind probably knocked it loose, finback too. Not sure how rust affects these sirens, but it is possible the plate where the head attaches to the rotator has potential to fail as they age.

i believe it is a steel plate that is powder coated, so definitely has the potential to rust & crumble.
