Siren? Found in Taiwan

So I am making a Taiwan Siren Map and its "almost" complete and I came across this

Is this just some broadcast speakers or a actual siren

I'd assume either that, or the Hormann behind it are in use as sirens. Taiwan needs sirens thanks to the looming threat of attack by China.

I’d assume the Hörmann is the active siren while the speaker array sends out voice messages, which is quite strange considering there is a voice capable siren next to it. Then again the array could just be used to play music or something like that. Heck, it might even be a backup siren.

I'm thinking this may be a setup like how the Taiwanese Cyclone sirens are used in tandem with other electronic sirens; the speakers look extremely similar to the ones on the towers with the ACAs.
Siren geek from South Texas. Although I've loved sirens for years, I've only recently begun digging into the rich history of civil defense. I also proudly own at least thirty weather band radios.
