Online on the Civil Defense Sirens Wikipedia page, I found a picture that looked to be a Whelen 2905 however the caption said "Siren TWS-295 for warning system, manufactured by HSS Engineering"
This is the image that went with it:

When I looked up the company "HSS engineering," I found that they had 40 years of outdoor warning siren experience although there was no establishment date that I could find. The siren recordings on their website matched pretty closely with the Whelen site
HSS:https://hss.dk/project/tws-series/
Whelen:https://www.whelenmassnotification.com/ ... ing-tones/
They also appear to be using Photoshopped images of Whelen Omni Alert sirens

Can anyone tell me the exact origins of the company and why the sirens look similar? More importantly, Which came first: Whelen or HSS?
I will also entertain the possibility that the siren is a re-branding similar to W.S. Darley & Co.

HSS is a Danish company who sells Whelen in Europe and the Middle East. They installed and presumably maintain the Whelen systems in Denmark and Saudi Arabia, the first picture is actually a Saudi Whelen I believe.

These sirens have also been mentioned numerous times on this website, searching "HSS" yields all the answers to your question
