I wanna wire my STH-10 eventually when I get a phase converter, though I'm still trying to figure this out, my house doesn't have 220, neither 3 phase. And I'm trying to figure this out just so I can test the motor cause it's been sitting for a bit and I'm just not sure if it works.

Unfortunately it appears you are out of luck. There are some options that can allow you to run your siren off grid, but those are very expensive and borderline impractical. If you do find access to 3 phase power, wiring should be fairly simple and you can find a complete wiring diagram in literature made by Federal.

Am I able to use it with a phase converter though?

Not without a 220VAC supply.

You likely do have 220v to your house. I'd be extremely surprised if you didn't, especially because its necessary for electric stoves/ovens/clothes dryers and a few other appliances.
