I'm not sure if there is any in Georgia or around it close enough to it. If there is one, I haven't heard of any or it could be small enough to not get talked about.
The closest graveyard I can think of is West Shore Services (WSS) in Michigan, but that is a long way away. If you were looking to buy a siren, this might be the best choice. WSS usually will sell their sirens, unless they were bought by someone else. If you do choose WSS, you do have to call them in advance to be able to visit.

There are no publicly accessible siren graveyards in Georgia, although they do indeed exist. One of these sites is McCranie Warning System's shop.
I am also aware of several public utility departments having sirens in storage, including the one in Alpharetta, which has a Modulator sitting on the ground. At some point in history, Carrollton had a bunch of Ex-Cobb County Thunderbolts in storage, but I've been made aware they were all scrapped.

I looked to see if there were any that the city government didn't use, because I saw a 2809 on a water tower.
recording to the Georgia siren map,.
they say that's the old system
now they are replaced by ATI so I think I can get that.

There's no way you'll be able to get that without a crane truck. Forsyth County used to have many other 2809's, and that's the only unit they didn't remove, presumably because they didn't have any way to get it down. It'd probably be impossible for you to try and take...

I most likely won't choose wss, because I may be going to Georgia this summer.

absolutely not that's supposed to be a spare unit in case if they need to install one

County utility department wouldn't lease those for public use. You'd have to rent one from a company, and that's gonna cost you thousands of dollars...
