It's a M-10... A Y-10 would have a larger shroud and no flared intake cone on the rotor that has the coding brake fitted.

To be 100% honest with you we don't know what the hell these things are. They're all over Northeastern MI. They look like tall model 7s but they're over a foot taller.
Sorry for replying to an old message but these could be some sort of coustom sirens through out the state, I heard of some sort of coustom ones being used around oregon.
