Welp, I can now confirm that Kent County, MI emergency services do not allow tours or siren activations from the public, due to personal info on their monitors. Might try Ottawa County next.

the one standing on Central Ave. & 30th which has recently failed a couple of times. We are not sure if Ottawa county will fix it. That siren's dead, and has effectively been replaced by the 2001 on 35th and College. No idea if there are any plans to remove it but I doubt they're going to fix it.

If you mean the one about a block down from it, the blower is definitely also on the roof.

May I suggest an edit? Made a visit to GVSU today and it looks like the 2001 on campus was replaced by a few Modulators (I found two 4016s and a 2008 but there may be more, didn't check the entire campus.)
