can any one tell me where i can find info on these types of home sirens

have a guy here that thinks he knows it all and says these were never used as home sirens

i really want to make this work so that i can get it polished up.

Hi i was given this siren because the guy said it was not working. when i applied 12v power it spun very slow. the motor seems loose and its brushed. when i put 120V to it its fast an loud. guy said it was working on a 12v system in a car so unless they had a converter im not sure how it was working...
