They discontinued voice testing due to complaints from citizens about the poor clarity of the announcements. This happened in early 2019 if I remember correctly. Very obvious they’re trying to save money. But opt-in phone alerts are definitely not effective. Most people aren’t weather and technologically aware, so they will be left with no warning of a tornado strikes.
