Model 3 Activation Problems

My neighboring town has been having some problems with their Model 3 activating. They put an FC on it in 2011. According to one of the council members, during a tornado warning, the siren didn't activate until 4-5 minutes (I forgot the exact time) after tones were sent out. I'm unaware if it happene...

AC motor on an early 2001.

I heard that some of the early 2nd gen SRNs used the Model 5 AC motor. Is there any way to tell the difference of an AC only motor from a typical DC motor with AC controls?
