It originally had two dead batteries and a faulty radio, There is no blown drivers in this unit, I was standing about 8 feet from a busy highway so thats why it seems quiet. In person it was quite loud with a punch.
Yup likely batteries. Happens here in Fort Worth when one of the Vortex units is running on weak batteries. Here's the monthly test from earlier this month. This is one of the newer Vortex units that has the 2030 logic board in it. I had just repaired this unit prior to the test.
