Not too sure that the 1212 is a botched repair necessarily, there are numerous threads to be found of sirens running other controllers and making noise different than what they natively do. Still an interesting video to say the least!

Siren is visible and driven by at 1:41, activates at 1:48, is driven by sounding and visible starting at 3:10, and finally another siren driven past sounding at 4:16.

When the damper opens at the end it's like the volume is turned way up

Here is a short video of an NS B32-8 and after the 2 minute mark, a set of horns can be seen on top of the building.
