What he is doing actually is using a small stream of compressed air and is letting the vacuum impeller windmill. The airstream spins the impeller and the blades act as choppers to create the siren noise pulses.

The actual law that I saw regarding battery backup for sirens was that if more than 15,000,000 people live within a 50-mile radius, then the sirens within the 10-mile EPZ must be able to function without utility AC power. The old system may have run fine, but in the event of a calamity at the power plant, it is very possible that AC power would go out...meaning most of those sirens would not be able to be activated. There are some 2001s in the system right now with battery backup, so I wonder if those will be removed...
