It looks extremely large to be some kind of chimney vent, and if that were a metal exhaust pipe it looks like that would be a lot of weight for it to carry. It's a Model B. They came in three styles, with that being one of them. Here's another example. Back in 1982, a Gents was donated to Moultrie, GA by the London Police Department. That appears to be a diaphone/diaphragm horn unit. Those horns sticking out are air horns of that type.

I think that is just part of a chimney, as I see these on top of houses in my neighborhood a lot. It looks like it's up on a wooden pole, so I doubt it.
