I dont think there was ever an STL-10C made or sold as no documents have been found to prove its existence. By now any prototype or siren of this nature that did exist would be turned into tin cans by now.

I wonder if it would be possible to take a 3T22 damper and put it on a STL-10?

Why would you do that??

Only one way to find out. Well I guess we could make a STL-C or just measure the intake mounts.

If you wanted to hear what one sounded like you take an STL and use a peice of wood to cover the intake periodically.

Fabricating a coded shutter for an existing siren would not be impossible. Never said easy but not impossible.

To allow the STL-10 to do a coded signal

IIRC there was an STH-10C found some time ago on the ARS, so the thought of an STL-10C wouldn't be too far fetched. I don't have the photos on hand, so if anyone can find it that would be great!

Sidenote: you would not be able to simply slap a 3T22 intake onto an STH/L-10. The rotor on the STL is much bigger than the 3T22, and the holes would probably not line up well.

So it may be possible that one has existed, But is there anything i can do to try and prove this as real?

The only thing you can do is your own original research. If you can find some old Federal Signal document that names a siren model as an STL-10C, then you have it. But it's a slim chance that you'll find anything, since other people on this forum have been researching siren history for years.
