I have no idea.
First one is just an antenna, and the second one appears to be a vent. There were horns by it in older streetview.

It looks like it has Federal Signal legs and the motor on top, so I would guess it's an STx-10 with the horns removed.
EDIT: In another photo, there appears to be 12 ports so I'm definitely saying it's an STH-10.

^those are diaphragm horns. While there are different types and brands of these horns, these are not diaphones.
Ah okay. They looked like train or truck horns to me.

That is an electronic vehicle siren speaker. It is a Federal Signal CP-100 or 200. It is just a speaker so it must have or had controls somewhere.

Ah, I see now. It really makes sense now, as there was an ATI siren right next to those PA horns.
