I haven't seen that first video before. I wish all Screamers used this motor -- it is a great sounding siren. Are the diaphone and siren on different timers? I've seen several videos of this station, and sometimes one goes before the other.

The Diaphone is operated buy a simple flick of a light switch. and the screamer is activated buy the console.
