My gut tells me that might be dubbed in...wouldn't be the first time from Turkey, either.

It is dubbed in. Notice the background noise pause and resume at 0:07.

I think Istanbul has some German made dual toned 415/425 Hz sirens. In an actual video of the event the sirens wind up in fast wail.

As far as I know the only country in Europe with 2001s is Latvia, and I think they span the entire country.

Those are Hörmann ECN sirens.

This is the same video that once had audio of my Super Sirex video in it. Conveniently when I reported it the user removed the video trying to avoid a copyright strike.
