Parking garages are a relatively common siren installation site. This reminds me of a garage-mounted Thunderbolt in Clarksburg, West Virginia, which definitely looks like trouble for anyone standing on the top level of the garage (though I have no idea if the siren is still active - I doubt it).

Check out this model 2t in Higgins, Texas, It is just down the street from me. It is about 17-20 feet up. Not the lowest in the world, but still rather low.

Looks like they were installed between 2015 and 2018. I wonder if they are active or just for display.
