3T22 questions

Hello all, looking for some knowledge on this particular 3T22 setup. I was able to get some photos of the setup and was curious what the functionality of the "siren bypass" switch might be underneath the on and off switch there's a lable " for civil defense use" I'm curious if this might have activated the attack tone or what it would be used for. Thanks!
