The hi-lo tone should not be used for storm warnings. It can, however, be used for curfew signaling. If there is a tornado warning, they should either use the alert tone or attack tone. I would prefer the attack tone for tornado warnings because during the cold war, that signal meant "take cover." The alert tone should be used for testing purposes and also for emergencies where citizens need to tune in to media for more info.
