Civil emergency test in Miles City, MT

This video features a NOAA All Hazzard Radio broadcast, EAS tones, test message, and a siren that I'm pretty sure is an STH-10 sounding the Alert signal. I'm visually impaired, so I can't see the siren, so please correct me if I'm wrong.

I believe that it is Miles City that has the STH-10 and that weird, three-siren cluster on the roof of the county courthouse. No one has yet identified it.
