Would galvcanized sheetmetal have any health concerns (zinc) I have a huge roll of 28 gauge gavanized, iwhich would be perfect for making the cutters.

I don't think so. Some cooking utensils are most likely galvanized. Besides, a very small area of the sheet is going to be in contact with the cookies, though the sheet itself does not look like a hazard to your health.

Galvanized steel is safe, but not zinc. It can be toxic, at least to animals.

I actually have an ornament that is the silhouette of a hurricane. I made it on a 1"X1" sheet of galvanized steel. I cut the outline in tape on top of the steel, then peeled away the outer part, and inner part between the horn throats. I then acid-etched the zinc away, and copper plated the metal beneath.
