Try a garden hose on straight stream on the lower rotor.
I presume much less noise than a leaf blower or air compressor.

Some of those Echo leaf blowers are very quiet. I've been around them.

Huh? Didn't know.
But I bet their hum? is still too much and would conflict with the tones from the siren.
The water is quiet compared to how well it accelerates the rotor.

I wish I could hook up a bicycle to drive the rotor.
Wouldn't that be fun and good workout at the same time!

A quiet leaf-blower would not interfere with the sound of the siren-rotor that it's spinning so much as to cause a great disturbance with the rotor's sound.

check out my own personal 3T22. Its still looking for a home!
Oh, now I understand.
You used two leaf blowers to get it up to an audible speed.
My garden hose idea would have gotten everything wet.
Now I understand why we did not hear the rise.
But I would have enjoyed hearing it slow to inaudibility.
Actually, I would have enjoyed both.
