It's North Dakota. If you scroll down to the bottom of that page, you'll see a Fargo, ND address.

It is West Fargo, ND. The West Fargo Fire Department just converted to a combination fire department. They added full-time firefighters for their day time schedule. Before, they relied solely on volunteers. Now the full-time staff will respond to the majority of calls. Volunteers will be called in for larger incidents. Lots of changes, including the siren testing.
