That exactly what these sirens are. This is one of Livonia's EOWS sirens, which is right next to Plymouth. They use the Hi-Lo sound for Severe Thunderstorms, with confirmed winds over 115 km/h. A Tornado Warning signal is a three minute steady blast.

Plymouth City and Township all have Thunderbolts, albeit one that would have been nearby that is currently out-of-service, due to a bad chopper motor. The City has/had a Federal Model 5 downtown at the police station, and a 1003 that was in a small park. Likewise, Township has several 1003s and two 1000AT units.

I have been to this restaurant before in the video. I believe its off Ann Arbor Road (formerly US-12; M-14), by I-275. The last time I ate there, I seem to remember it as a Bill Knapps establishment.

I've never heard Livonia's sirens do anything other than attack. I remember hearing them from my old house during a tornado warning once doing attack. Also, do all of Livonia's sirens do hi-lo for storm warnings because I know that they have primarily Whelens. Is there more than one Siratone there too?
